A címlapon régi, tintával írt „L. Batthyány” tulajdonosi névbejegyzés. Ismert ugyan, hogy Gróf Batthyány Lajos (1807–1849) Magyarország első alkotmányos miniszterelnöke érdeklődött az angol politikai gondolkodás iránt (amely utolsó, olmützi leveleiben is tükröződik), de véleményünk szerint kevéssé valószínű, hogy a bejegyzés tőle származna. A 16–22. oldalon angol nyelvű, ceruzás marginális bejegyzések.
A könyv angol politikusok [William Pitt Earl of Chatham (1708–1778), Richard Brinsley Sheridan (1751–1816), Baron Thomas Erskine (1750–1823), Edmund Burke (1729–1797)] válogatott parlamenti beszédeit tartalmazza a XVIII. századból. Közülük a legnevesebb az angol konzervativizmus atyja, Edmund Burke, akinek „Töprengés a francia forradalomról” című fontos kritikai dolgozata máig is olvasott munka. Burke 600-nál is több parlamenti beszédet tartott.

Korabeli, díszes, festett, vaknyomásos, bordázott gerincű egészbőr kötésben, gerincén aranyozott, vörös címvignettával, piros festésű lapszélekkel. Dekoratív, szép példány.
