Windischgrätz a közforgalomban lévő Kossuth bankók ellen vezette be az Almássy aláírású magyarországi osztrák hadipénzt, a császár 1849. márc. 22-i rendelete alapján. Bár e rendelet csak 22-étől tette lehetővé, már márc. 1-i dátummal is megjelent Almássy bankó. "Ezen cselekedet a legundokabb csalás nemek közé tartozik" nyilatkozta Kossuth az ellenpénz kibocsátásáról.
