Poss: Pongrácz Ernő Gróf Bethlen István általi kezdeményezésre határozta el 1917 tavaszán a volt cs. és kir. hadsereg-főparancsnokság, hogy a magyar királyi kormánnyal egyetértően a központi hatalmak hadai által megszállott Románia fővárosába, Bukarestbe a román irredenta mozgalmak tanulmányozására és azoknak a körülményeknek kipuhatolására, amelyek Románia 1916-iki orvtámadását megelőzték, szakemberekből álló bizottságot küld ki. Fűzve, kiadói (kissé szennyezett) papírborítóban. Fel és körülvágatlan, ropogós példány.
