Az évente megrendezett nemzetközi exlibris kongresszusok bevett gyakorlata, hogy a résztvevők az általuk képviselt ország (egyesület) által az alkalomra kiadott mappákkal megajándékozzák egymást. Ez nem csupán udvariassági gesztus, hanem a nemzetközi csere elfogadott formája is. Az el nem ajándékozott/cserélt példányok aztán rendszerint gyűjtői, illetve kereskedelmi, antikváriusi forgalomba kerülnek. Az első FISAE kongresszust Kufsteinben rendezték 1959-ben.
