A röpirat tulajdonképpen a Hoffmann Lipót, pesti egyetemi tanár
által írt Babel című munkára adott reakció, szerzője valószínűleg
idegen ember lehetett, aki sem a magyar közjoggal, sem a magyar
politikai viszonyokkal nem volt egészen tisztában, de általános
politikai képzettsége folytán sokkal szélesebb látókörrel bírt, mint
egy magyar politikus. A Babel egyes tételeit az észjog és a pozitív
törvények alapján, világpolgárias és nem nemzeti szempontból
veszi szemügyre.
